None of these trends guaranteed success. Virtual tours flopped where websites were hard to find. Coding clubs stalled without facilitators. Digital lending frustrated patrons stuck in endless holds. Data dashboards misled when poorly designed. The honest 2018 picture was experimentation under budget stress, not a frictionless tech utopia.

Why the snapshot still matters
